Investment and Economic Growth
</p></blockquote>
<p>A great deal of the plan addresses the need for investment in clean energy technology and infrastructure in order to propel our economy to thrive at net-zero emissions no later than 2050. Advancement of renewable energy generation coupled with more efficient transmission systems would support a transition to clean energy for households and businesses across the Nation. The report also calls for congressional action to support the launch of new economic sectors that would catalyze progress on different aspects of our climate goals. Expanding research on low-carbon building materials, for example, would address the often overlooked waste and carbon footprint of the construction industry.</p>
<p><em>Did you know that cement, a key ingredient in concrete, is responsible for approximately 8% of global carbon emissions? If cement were its own country, it would rank among the top 5 highest contributors of human-caused greenhouse gas emissions.</em></p>
<p>By investing in the manufacturing of clean energy, electric vehicles, circular supply chains, and zero-emission technologies; the federal government can promote economic activity in a way that aligns with the urgent demands of the climate crisis.</p>
<p>This plan also calls for investments to elevate the electrification and transportation sectors. Advances in energy storage technology will be particularly important for the clean energy transition to be scaled across residential districts and economic sectors.</p>
<p>With investment and economic growth comes the opportunity for job creation! The recommendations laid out in this plan set the stage for the creation of high-quality, good-paying jobs that build local workforce capabilities, acknowledge and uplift vibrant regional economies, and strengthen workers’ rights to organize.</p>
<blockquote><p>
New Standards for Innovation
</p></blockquote>
<p>In addition to funneling federal dollars into the economic sectors that will propel the Nation forward in this transition, Congress can encourage innovation that aligns with climate action goals by setting new regulatory standards.</p>
<p>One well-known recent example are the Obama-era fuel economy standards which were established to push for production of vehicles that travel further on the same amount of fuel. This is also known as fuel efficiency, and it’s an excellent transitional mechanism for reducing the need for gasoline and decreasing air pollution associated with fuel combustion and transportation in general.</p>
<p>The plan sets forth recommendations for new standards for clean energy generation, energy efficiency, vehicle emissions, fuel carbon, infrastructure resilience, industry performance, labor and economic opportunities, and the pollution and leakage coming from the declining fossil fuel industry.</p>
<blockquote><p>
Justice and Equity
</p></blockquote>
<p>In setting forth a national net-zero emission goal, one of the most important aspects of measuring progress and maintaining accountability will be assessment of how costs and benefits are being distributed. This requires specific attention on interventions and impacts in historically marginalized communities of color and low-wealth communities. Many of the 12 pillars in this plan integrate the principles of environmental justice, in such a way that the health and knowledge of historically marginalized communities may be centered in federal climate and environmental policy.</p>
<p>The urgency for environmental justice is addressed through clean-up initiatives for remediation in communities that have been disproportionately exposed to pollution (also known as &#8220;EJ communities&#8221;). The report calls for prioritization of EJ communities in new federal spending, meaningful engagement with these individuals, and support of academic and government research on how the impacts of federal policies are affecting their neighborhoods.</p>
<blockquote><p>
Community Resilience
</p></blockquote>
<p>Another critical theme of the recommendations is the need for adaptation in currently and foreseeably vulnerable communities. Climate scientists have been warning of the human health and public safety risks associated with the increasing global mean surface temperatures and unpredictability of extreme weather events for over four decades. As such, there is no doubt that mitigation and innovation must be coupled with emergency preparedness and adaptation as priorities.</p>
<p>One of the many initiatives outlined in this report is the establishment of a <i>National Climate Adaptation Program</i>. This is intended to support state, local, tribal, and territorial governments in making sure their homes, businesses, and critical infrastructure can withstand the impacts of climate change. Risk management needs will range vastly: to bolster the structural integrity of industrial and manufacturing facilities, the resilience of our homes and local infrastructure, and the stability of agricultural systems fronted with climate-related hazards.</p>
<p>Notably, there is an entire pillar dedicated to making the agricultural industry a tool for climate action. Agriculture is arguably one of the most profoundly threatened systems that we rely on in the context of climate change. Recommendations in the report include the integration of adaptation and mitigation practices for new and otherwise disadvantaged farmers, incentives for them to implement efficiency and renewable energy technology on their lands, and expanded resources for the protection of farmland.</p>
<p><strong>There are many important steps that have been and must continue to be taken in order to advance a global agenda for just climate action. 		<p>It’s no question that buzz about a Green New Deal has been circulating<span class="aCOpRe"><span class="f"> —</span></span> especially in this last year since the UN Intergovernmental Panel on Climate Change published their <a href="https://www.ipcc.ch/site/assets/uploads/sites/2/2019/06/SR15_Full_Report_High_Res.pdf">Special Report on Global Warming of 1.5 °C</a>. The comprehensive changes required to keep global warming below the IPCC&#8217;s threshold of 1.5°C are unprecedented in the history of environmental or economic policy. Some argue that this wake-up call-to-action has emboldened global climate ambition and invigorated public attention on the idea of a Green New Deal.</p>
<h4>SO, WHAT IS THE GREEN NEW DEAL?</h4>
<p id="ec43" class="gr gs ar bj gt b gu gv gw gx gy gz ha hb hc hd he" data-selectable-paragraph="">Pulitzer-Prize-winning journalist and esteemed author, Thomas Friedman was the first to publicly describe the need for such a sustainable transformation. As early as 2007, he championed the concept of a Green New Deal that would stimulate the global economy through the proliferation of &#8220;green&#8221; technologies. This was viewed in stark contrast to those supporting the surge of information technology in the late twentieth and early twenty first centuries.</p>
<p id="3b46" class="gr gs ar bj gt b gu gv gw gx gy gz ha hb hc hd he" data-selectable-paragraph="">Fast forward a couple of years, the United Nations Environmental Programme inspired a strong surge in public attention through the proposal of a <a class="bx dd hf hg hh hi" href="https://sustainabledevelopment.un.org/content/documents/cc_global_green_new_deal.pdf" target="_blank" rel="noopener nofollow noreferrer"><em class="hs">Global </em>Green New Deal</a> in 2009. The published report outlined domestic and international policy actions intended to advance economic recovery, contribute to poverty eradication, and reduce carbon emissions and ecosystem degradation.</p>

		<p>Today, mention of a Green New Deal is most often referring to Senator Edward Markey and Representative Alexandria Ocasio-Cortez’s resolution. This bill calls for a 10-year mobilization for economic and environmental justice through climate policy. Although the concept of a Green New Deal and the threats posed by climate change have been known by scientists, politicians, and the general public for years, this is the most detailed policy proposal presented thus far.</p>

<p id="05de" class="gr gs ar bj gt b gu gv gw gx gy gz ha hb hc hd he" data-selectable-paragraph="">The resolution offers a framework of goals and projects aimed at achieving <strong class="gt ia">net-zero greenhouse gas emissions, </strong>creating <strong class="gt ia">millions of high-wage jobs, </strong>investing in the <strong class="gt ia">advancement of infrastructure and industry,</strong> <strong class="gt ia">combating systemic injustices,</strong> and supporting the development of <strong class="gt ia">more resilient communities</strong>.</p>
<p id="9376" class="gr gs ar bj gt b gu gv gw gx gy gz ha hb hc hd he" data-selectable-paragraph="">Some argue that the Green New Deal would be the most ambitious and transformative national project executed since Franklin D. Roosevelt’s original New Deal and World War II economic mobilizations.</p>
<p id="503e" class="gr gs ar bj gt b gu gv gw gx gy gz ha hb hc hd he" data-selectable-paragraph="">The proposed national mobilization represents a historic opportunity for the United States to emerge as a leader in global climate action. Building smart power grids, establishing regulations for existing and newly erected buildings to be upgraded for maximum energy and water efficiency, investing in sustainable agriculture, implementing mechanisms for eradication of atmospheric pollution and hazardous waste as well as the abatement of industrial greenhouse gas emissions would set an strong precedent for other countries to draw lessons from.</p>
<p id="cea6" class="gr gs ar bj gt b gu gv gw gx gy gz ha hb hc hd he" data-selectable-paragraph="">The initiatives included in this mobilization are intended to combat the historic oppression of frontline and vulnerable communities by increasing nation-wide access to family-sustaining jobs, higher education, high-quality health care, and affordable housing for all Americans.</p>
<p id="d0b5" class="gr gs ar bj gt b gu gv gw gx gy gz ha hb hc hd he" data-selectable-paragraph="">According to <a class="bx dd hf hg hh hi" href="https://web.stanford.edu/group/efmh/jacobson/Articles/I/USStatesWWS.pdf" target="_blank" rel="noopener nofollow noreferrer">quantitative analysis</a> by researchers at U.C. Berkley and Stanford University, a nation-wide clean energy transformation would not only be technologically and economically feasible, but also tremendously beneficial to human health, emissions reductions, and energy costs. Electrifying all industrial sectors and investing in a complete transition to renewable energy sources would reduce fuel costs and stabilize energy prices, reduce power disruption and increase efficiency, decentralize power, and increase public access to affordable energy.</p>
<p id="9acc" class="gr gs ar bj gt b gu gv gw gx gy gz ha hb hc hd he" data-selectable-paragraph="">Additional studies indicate that the development of renewable power generation and storage capacity infrastructure can significantly contribute to socioeconomic welfare through job creation. This <a class="bx dd hf hg hh hi" href="https://www.researchgate.net/publication/334359425_Job_creation_during_the_global_energy_transition_towards_100_renewable_power_system_by_2050" target="_blank" rel="noopener nofollow noreferrer">comprehensive analysis</a> suggests that job losses in the fossil fuel industry and nuclear power sectors would be “more than outweighed by the job creation in renewable power generation and storage sectors; … contributing to around 80% of the jobs created by 2050.”</p>
<p data-selectable-paragraph="">Despite the unfavorable political climate, there is a great deal of public support surrounding the Green New Deal today. Generating the results supported by this resolution will require unprecedented policy engineering and bipartisan collaboration. As individuals, there are several ways we can engage in advancing this critical process.</p>

<li>The <a href="https://www.sunrisemovement.org/about">Sunrise Movement</a> rose to prominence in November of 2018 after newly elected Representative Ocasio-Cortez attended a Sunrise sit-in at (now Speaker of the House of Representatives) Nancy Pelosi’s office. Activists were occupying the office to call for the formation of a Congressional climate committee. Since then, this organization has organized town halls, sit-ins, student strikes, protests, and confronted political leaders across the aisle about their stance on climate issues. Their direct action and digital organizing campaigns have helped make climate change a central issue in the 2020 Democratic primary.</li>
<li>Joining the climate movement through a local Sunrise Movement Hub is an excellent way to advance political support for the Green New Deal. But, it&#8217;s not the only option!
